This green theme was base on a visual novel game name Rewrite, in case you don't know, the game was just release last month with a ultimate good sale. Just look at the character already know from which company, is a well known studio name Key, same company as Air, Kanon, Clannad, Little Buster and etc.
The theme was created by TJ, this theme also come with Windows XP theme, you may find it at below link. This Windows 7 theme was similar to the previous Hoshizora e Kakaru Hashi which do not require to install, but to use it you must already used UXThemePatcher to your system. Then it do not come with a own shellchange stuff as well, the one that responsible to replace your start menu button and folder background etc etc (correct me if I'm wrong).
First, download the theme, extract it. You will see 2 file and a folder. Copy the Rewrite.theme, and Rewrite folder to "C:\Windows\Resources\Themes".
Then, find a Windows 7 theme that I have share (with those require install), go through that shell change step (inside the Guider, if you don't know please refer to below 'How to use the Theme?'), this will able to activate this theme folder background. But not the start menu button since you will be using other theme shell change.
Then, execute the Rewrite.theme from the "C:\Windows\Resources\Themes" or through your Apperance and Personalization > Personalization.
