Happen to find another version of Hoshizora e Kakaru Hashi, which focus on Ibuki Hinata. And the theme was only contain Windows 7, no XP. The theme was created by TJ. This theme was abit different with other, which do not come with the shell change stuff. In order to enable the folder background, you need to do something by lending power from other theme.
When you finish download the theme you need to extract it , copy the content inside the extracted folder that name 'Hoshizora e Kakaru Hashi Ibuki win7' into the "C:\Windows\Resources\Themes", then double click the 'Ibuki.theme' to use the theme, but this will not have any folder background.
Therefore what you need too do is just choose one of the Windows 7 theme that you had install, you has to go through that shell change step (inside the Guider), then restart computer, then you enable this theme (or execute 'Ibuki.theme').
The drawback of this theme is it do not have own unique start menu button logo.
